Urgent!  Call Governor Brown's Office to Ask Him to Veto 4 Anti-Gun Bills!

Status Report: Four anti-gun bills are on the Governor's desk.  The Governor has until Sunday, September 9th to sign or veto the bills or the bills will go into law without a signature.  Use Governor's Contact Info to call and ask for VETO's on these 4 bills.

AB 144 Open Carry Ban: Passed the Assembly after 7:00 on Friday evening, 9/9/2011.  Call Governor's office and ask for a veto.  More about AB 144.

AB 809: Long gun registration - September 9, 2011Bill passed the Senate and Concurrence in the Assembly and is on it's way to being enrolled to come to the Governors Desk.  Now is the time to call the Governors' Office and seek to get a VETO from him.  More about AB 809.

Update: Wednesday, September 7, 2011: Last evening the Airsoft/BB gun bill, SB 798 (de Leon - D), died in the Assembly Public Safety Committee.  More on SB 798.

The bill was sent back to the Safety Committee after amendments on the floor of the Assembly required it.  The amendments removed the language of the bill that would have repealed the current state preemption ordinance
which regulates imitation firearms such as airsoft guns, paintball guns, BB guns and pellet guns.  (As a note, paintball guns were exempt from this bill)  These amendments were significant, therefore the assignment of the bill to return to Safety Committee.

The Airsoft Industry and pro-gun colalition testified against the bill based on it's financial effect in the state.  Manufacturers would cease, a thousand workers with lost jobs, loss of revenue for the state, would be by products of the passage of SB 798.  These credible arguments gave the Democrat Assemblyman, Ammiano and Skinner, the impetus to not vote, therefore, giving the victory to the pro-gun faction.  The shenanigans going on between some of the Democrat leadership gave a good edge to our side. The vote was 3 Democrat ayes to 2 Republican noes and 2 not voting, which is like a no vote, adding up to 4 against and 3 in favor.  This bad bill is DEAD!

 

 

Update: Friday, Sept. 2, 2011 Neither the Assembly nor the Senate took up the gun bills we are intensly lobbying, this week.  That puts us into next Tuesday to see what will happen with SB 427 (de Leon-D Ammunition) or AB 809 (Feuer-D Long gun registration).

During this last  week of the legislative Session, GOC will do its best to give a frequent status report on all of the gun bills in the legislature that concern us.

These last weeks are when all of the shenanigans will take place.  All of the backroom deals, all of the vendettas will be executed, and where any semblance of order will go out the window.

Update: 8/30/2011: This is the latest on the key bills that we are watching....AB 144 (Open Carry Ban) went into the Senate inactive file which makes it 99% sure that it is dead for this year.  It can be turned into a two year bill however, and we will see it again next year.

Things are getting interesting under the dome, that’s for sure.

In the Senate, regarding AB 144, Assemblyman Portantino’s ban on open carry, rumors are that it will probably not be heard until sometime during the last week of the session (next week) but we’ve heard that before.  Scuttlebutt is that the Assemblyman is trying to put together some sort of a press conference which would seem to indicate that he is definitely planning on having Senator Kevin de Leon (surprise, surprise) jockey the bill in the upper house soon.

In the Assembly, member Mike Gatto jockeyed Sen. Mark Leno’s SB 819 which would allow the Department of Justice to spend money from the Dealer Record of Sales fund (DROS) to pay for law enforcement officers that have been cut by the Governor’s budget and that’s a bad thing.  This bill passed and is now being sent to the Governor’s desk for signature or veto.  Also, the feud between Speaker Perez and Senator de Leon has turned into a proverbial shooting war as the Senator killed one of the Speaker’s marquee bills when it came up for a vote on the Senate floor.  Needless to say, the Speaker will not be very pleased about that and Sen. de Leon may see his ammo registration (SB 427) and BB gun (SB 798) bills held up in the Assembly and that would be a very good thing.

This is just beginning to get interesting so stay tuned…

None of the bills we are interested in were taken up for a floor vote by either house today. 

Committees: Senate Appropriations appears ready to pass AB 809, (Feuer-long gun registration) with a start date of 2014, justifying it by saying that it may not cost as much then.  A party line vote is expected.  

Assembly Appropriations starts meeting today at 2:00 pm and is committed to staying until they are done, for they do not want to meet tomorrow.  Sam will be at the Capitol for the entire duration.  SB 819 (Leno D) passed committee....SB 124 de Leon-D) Ammo Registration is being held in the Approps Committee until next year.

In the Assembly,  SB 427 by Senator Kevin de Leon (D-Los Angeles), the ammunition registration bill, has made it to the 3rd Reading file on the Floor.  It has been eligible to be voted on for several weeks but has not been taken up.  First, it does not have an Assembly Floor Jockey yet, and secondly, it appears that there might be some sort of friction between the author and Speaker John Perez.  De Leon’s SB 798 (BB guns), is also on 3rd reading, but not being taken up. Nothing but good can come from this.

The other Senate bills,  SB 124 (de Leon), definition of handgun ammo, and SB 819 (Leno-D San Francisco), taxing gun buyers to pay for DOJ cops, are still in the Assembly Appropriations Committee.

In the Senate, AB 144 by Assemblyman Anthony Portantino (D-Pasadena), ban on open carry, is on the 3rd Reading File and has Sen. de Leon as the Floor Jockey, and AB 809 by Assemblyman Mike Feuer (D-Los Angeles) Long gun registration, is in the Suspense File of the Senate Appropriations Committee.

This coming Friday, August 26, is the last day for fiscal committees to meet and pass bills to the floor.

Starting August 29, there are Floor Sessions only.  No committees except conference  or Rules Committee may meet.

Last day for amendments to bills in September 2, and the last day for each house to pass bills is September 9th.  The legislature begins recess when session closes.

Well, It's Sunday night, and it appears Governor Brown is going to let the 4 anti gun bills become law. He did not let me down, as I knew he was a coward.
