Legislative Alert: 6-22-20

As expected, several legislative committees developed “technical difficulties” when GOC was attempting to testify in opposition to legislation. Those difficulties did not prevent us from letting committee members know of our positions.

The following are the four most egregious bills that we have been following:

  • SB 914 Portantino – This bill is a complex and convoluted mess that determines when a hunting license is valid and when it is not, it makes the loaning of firearms to minors and, most importantly, it gives DOJ the authority to raise fees for “ammunition” and “precursor parts” purchases. This bill is on the Senate Floor.
  • SB 1175 Stern – This bill bans the possession and importation of certain African animal trophies even if they were legally taken. An obvious first step to ban trophy hunting of all species. This bill is on the Senate Floor.
  • AB 2362 Muratsuchi – This bill allows the DOJ to make money while they drive gun dealers out of business. DOJ will be authorized to fine a dealer up to $1,000 for every violation of the firearms regulations no matter how minor. This bill has passed the Assembly and has been sent to the Senate.
  • AB 2847 Chiu – This bill changes the laws regarding the requirement for microstamping features to be included on any new handgun before being added to the Roster of Approved Handguns. If any manufacturer successfully submits a new model handgun for testing and addition to the Roster of Approved Handguns with the new requirements, three handguns models that do not have microstamping features will be removed from the Roster. This bill has passed the Assembly and has been sent to the Senate.
